With reference to your Despatch No. 113 of the
25th. April, I have the honour to transmit a copy of the written judgment of the Magistrate in the case of the requisition by the American Authorities for the Extradition of Vicente Sotto, a copy of a minute by the Attorney-General, and a copy of a letter from the Consul-General for the United States of America.

Although I entirely agree with the latter part
of paragraph 3 of the Attorney-General's minute, I do not propose to take any further action in the matter unless you instruct me to do

If you decide that it is desirable to take steps either by way of mandamus, by fresh proceedings before another Magistrate, or in some other way, I should be glad, if possible, to have instructions by telegraph.
